GUIDELINE FOR REGISTRATION AND LICENSURE OF FOREIGN NATIONALS WHO SEEK TO PRACTICE MEDICAL LABORATORY SCIENCE PROFESSION IN NIGERIA
PROPOSED ELIGIBILITY CRITERIA
In a bid to regulate the practice of Medical Laboratory Science in Nigeria by the foreign nationals who seek to practice the profession, a set of eligibility criteria have been approved by the Medical laboratory Science Council of Nigeria (MLSCN). It is intended for foreign nationals with foreign qualifications in Medical Laboratory Science who had been registered and licensed by their home countries.
The following eligibility criteria for registration and licensure as Medical Laboratory Scientists and Medical Laboratory Technicians for foreign nationals who seek to practice the profession of Medical Laboratory Science in Nigeria either in a short period of stay (three months or less for medical outreach, CPD programmes etc) or long period of stay (more than three months) applies:
- Letter of intent, addressed to the Registrar/CEO of the MLSCN, stating his/her intention, duration of practice as stipulated by his/her employer in Nigeria.
- Letter of employment from employer in Nigeria
- Data page of applicant’s valid National Passport (with at least six month validity)
- Copy of applicant’s relevant entry visa showing duration of stay in Nigeria (Short period of stay).
- Copy of entry stamp ( from NIS) (both short and long period of stay)
- Combined Expatriate Residence Permit and Aliens Card from NIS (CERPAC) (applicable to long period of stay)
- Applicant’s educational and professional certificates
- Letter of Good Standing from the applicant’s home country’s regulatory agency addressed to the MLSCN Registrar/CEO.
- Applicant’s Practice License as issued by the home country
- Any other support documents from the home country
- Payment of prescribed fees
- Curriculum Vitae
- Completion of relevant application form
- It excludes Nigerians who study abroad and seek registration and licensure in Nigeria. It also excludes foreign nationals who graduate from MLSCN accredited Nigerian Universities and who must have been inducted into the profession of Medical Laboratory Science in Nigeria.
Please Note: English translation must accompany all documents not written in English Language. Verification of documents/claims will be undertaken by the MLSCN and applicants will defray the cost of verification.
PAYMENT MODE
The applicant will pay $600 for long period of stay, which covers document verification, adaptation training, assessment examination and licensure while the applicant for short period of stay will pay $300, which covers document verification, assessment examination (interview by the Adhoc Committee on Education) and practise permit.
ASSESSMENT AND LICENSURE
- Document verification: Upon satisfying the above eligibility criteria, the applicant will pay verification fee for all documents submitted to be authenticated for veracity.
- Adaptation Posting: Sequel to document verification, the applicant is posted to University Teaching Hospital as the Council deems it fit for twelve (12) weeks training for adaptation, upon payment of prescribed fee.
- Examination: This is applicable to only long period of stay applicant(s).The applicant is scheduled for examination upon payment of prescribed fees. The examination for foreign nationals shall take place in a designation centre nationally and examination shall be held twice in a year (March and September). All foreign nationals are to either write their examinations in March or September, depending on the period he/she undergoes adaptation posting. The examination period shall be three days (Written I and Written II or Computer based MCQ, Practical and Orals).
- Licensure/Work Permit: Successful candidates shall be issued practice license in the case of long period of stay, after passing his/her examinations while short period of stay successful candidates shall be issued practise permit sequel to interview by the Adhoc Committee on Education, upon payment of prescribed fee.
